A household with both children and an animal has two sets of requirements that pull in the same direction: level access, hard-wearing surfaces and a building that permits what you are planning.

The building decides before the landlord does

Most Luxembourg apartments sit inside a copropriété governed by a règlement de copropriété and frequently a shorter règlement d'ordre intérieur. Your landlord owns one lot and cannot grant rights the co-ownership has not granted them.

That is the most common source of wasted time: the landlord agrees, the syndic subsequently writes, and the syndic is correct. Ask for both documents before viewing, and have the pet clause name the specific animal in the lease rather than permitting animals in general.

The obligations that apply wherever you live

Under the amended law of 9 May 2008, a dog in Luxembourg requires electronic identification by an authorised vet at the latest four months after birth, with the chip registered in a national database; rabies vaccination from twelve weeks; compulsory third-party liability insurance covering damage caused to third parties, whose proof the commune requires; and declaration to the commune within four months of birth or adoption, with one month to declare a change of address or of owner.

The commune issues a récépissé and levies an annual dog tax, which is communal and therefore varies: a minimum around €10, with communes applying figures such as €30 or €40. Guide dogs for blind and disabled people, police, army, customs and rescue dogs are exempt.

Certain breeds classified as potentially dangerous, including American Staffordshire terrier and morphologically similar dogs, Mastiff, Staffordshire bull terrier and Tosa, carry additional obligations including training requirements. Raise that with the commune and the landlord at the outset.

Level access, which both children and animals need

Luxembourg City is a plateau cut by the Alzette and Pétrusse valleys, so green space is unusually close and unusually vertical. A park two hundred metres away and eighty metres below is a decision every time you go.

Time the route from the building entrance to the nearest green space, walk it once in the dark and the wet, and note whether it descends. Six level minutes gets used through a winter where the sun sets before half past four; a twenty-minute climb back does not, whatever anyone intends.

Check whether the route depends on a lift or the Pfaffenthal-Kirchberg funicular, both of which have operating hours and maintenance closures, and ask what the alternative is.

The lift and the floor

In the converted townhouses that dominate Limpertsberg, Belair and the Gare district, a fourth floor without a lift is common. With a pushchair and a dog that is a different daily proposition from the same apartment on the first floor.

Measure the lift car's internal width, depth and height and the diagonal of its door, and the narrowest point of the stairwell including any turn. Those numbers matter on moving day as well.

Surfaces that survive both

A home where every surface is fragile becomes one that is guarded rather than used, which defeats the point of having children in it.

Upholstery with removable washable covers rather than fixed. A low table that tolerates being written on and wiped, since in most compact apartments it is also the homework surface. Flooring that can be cleaned, with a tightly woven flat-weave rug that lifts rather than a fitted covering.

The rug does a second job: in buildings with timber floors it reduces impact noise, which is the most common source of complaints in this stock, and complaints run from the syndic to the owner and then to the tenant.

The entry inventory, which matters more here

With children and an animal the surfaces examined at the exit inspection are predictable: floors, skirtings, door frames, doors and fitted joinery.

Record every existing mark in words as well as photographs, with the property empty and before furniture arrives. Parquet deserves particular attention, since refinishing is among the largest deductions landlords claim in this market.

The guarantee is capped at two months' rent excluding charges on any lease signed since 1 August 2024, and its return follows a statutory procedure: half within one month of the handover of keys where the inventories match, the remainder within one month of the annual charges being approved.

The school, which follows the address

Enrolment in Luxembourg public education is tied to the commune of residence: the bourgmestre informs parents of the automatic enrolment in a fundamental school within the school district of their domicile.

So the school and the home are one decision, and it has to be resolved before the district is chosen rather than after. In Ville de Luxembourg alone there are 19 schools across 49 buildings, so the answer differs by address.

What to ask before booking a viewing

Four questions in one message eliminate most unsuitable properties in a day. Does the lease permit animals and can the specific animal be named in it. What do the building rules say and can you see the clause. Is there a lift and on which floor is the apartment. And is there a local à vélos or designated outdoor area, since buildings that have one have usually thought about how residents actually live.

Can a landlord charge extra for a pet? Not by exceeding the two-month guarantee cap on a lease signed since 1 August 2024.

Is a ground floor with a garden better? Practically yes, and check what right attaches to the garden, since exclusive use in a copropriété is usually a right over common property with restrictions on what may be built or planted.

What if the building prohibits animals? The landlord cannot override it. It is a reason to look elsewhere rather than to proceed and hope.

The first fortnight after moving

Register a vet before you need one and ask about out-of-hours arrangements. Walk the route to green space in the dark and the wet. Get the waste calendar and the building's bin arrangement from the syndic or the outgoing tenant. Put your name on the letterbox and entryphone, since the commune, the insurer and the vet all correspond by post.

And introduce yourself to the immediate neighbours. With children and an animal in a building where sound carries, a conversation before a complaint resolves what a letter afterwards does not.

Does a pet narrow the search a lot? Less than people fear once the building rules are asked about first. Most wasted time comes from viewing properties where the co-ownership was never checked.

What about the annual dog tax after moving? Where you move from another Luxembourg commune with proof of payment, the new commune's tax is generally due from 1 January of the following year. Confirm with your own commune, since practice varies.
