Writing a Luxembourg housing brief before you have seen the country
The most useful thing you can do from abroad is not browse listings. It is decide, in writing, what you are actually looking for, because a specific brief gets forwarded by agents and a vague enquiry does not.
Start from the commute, not from the district
District reputations travel badly and commutes do not. Luxembourg City is small but it is built on a plateau cut by the Alzette and Pétrusse valleys, so distance on a map is a poor guide to journey time.
The tram runs from Luxembourg Airport through Kirchberg, Ville Haute and the Gare down to Cloche d'Or, and all public transport in the country is free, so the variables are minutes and frequency rather than cost. If your role is in Kirchberg, the realistic shortlist of districts is different from a role at Cloche d'Or, and both differ from one in Ville Haute.
Write down the maximum door-to-desk time you will accept, and treat it as a hard constraint. Almost every relocation regret we see traces back to a commute that was accepted as temporary and became permanent.
The brief itself, in eight lines
Send this to two or three agencies rather than watching portals alone. A significant share of Luxembourg rental stock is placed from agents' registered applicant lists before the photography is finished.
- Districts or communes, in order of preference, with the maximum commute time.
- Maximum rent excluding charges, since that is how Luxembourg advertises.
- Number of bedrooms, and whether a separate study is required.
- Furnished, unfurnished, or either.
- Parking: required, preferred, or not needed.
- Availability date, and how flexible it is.
- Intended duration, which matters to landlords because turnover costs them a void period and a fresh commission.
- Who will live there, and your employer.
Apply constraints one at a time when you start viewing. Rent ceiling first, districts second, bedrooms third. Adding parking, a balcony, a lift and a specific floor simultaneously in this market usually produces an empty result set and three lost weeks.
Budgeting in the way Luxembourg actually bills
Advertised rents exclude charges, and the monthly avance sur charges is an estimate reconciled once a year against accounts approved by the building's general assembly. An apartment at €2,100 with €450 of realistic charges is a different proposition from one at €2,250 with €150, and the listing will present both the same way.
Build the first-month figure into the brief too. On a €2,400 apartment, the day-one commitment is the first month's rent, a rental guarantee of up to two months' rent excluding charges, your half of the agency commission plus VAT, and the first charges advance. That is comfortably above €9,000 in a single transfer, which is the reason to open the Luxembourg bank conversation before you arrive rather than after.
Two limits to know before anyone quotes you otherwise: since 1 August 2024 the rental guarantee is capped at two months' rent, and agency commission is shared equally between landlord and tenant. Leases signed before that date remain under the previous rules.
What to research about a district from abroad
Four things can genuinely be established remotely, and they are the four that matter.
Schools, if relevant. Enrolment in Luxembourg public education is tied to the commune of residence, which makes the housing decision and the school decision the same decision. The international sector is not commune-bound but has its own admission timetables. Resolve this before narrowing districts, not afterwards.
The building stock. Limpertsberg, Belair and the Gare hold a great deal of converted older housing, which brings ceiling height and character along with single glazing on rear elevations, no lift above three floors, and timber floors with little acoustic separation. Kirchberg and Cloche d'Or are predominantly newer, better insulated, and planned tightly on floor area.
The energy class. Every property offered for rent must have an energy passport. Ask for it before you view, let alone before you commit.
Charges history. Ask for the last completed year's reconciliation rather than the advance.
Temporary accommodation as part of the plan
Book four to six weeks, not two. A search conducted against a deadline in ten days produces a three-year commitment made under pressure, and inside the initial period of a fixed-term lease you are held to the term.
Ask HR in writing exactly how long the employer covers and until which date. That date, rather than your first day at work, is the real deadline the search is running against, and knowing it lets you decide calmly in week five whether to compromise or hold out.
Three questions we are asked
How long does a realistic search take? For a specific brief in a competitive district, four to eight weeks from the first viewing. Broader briefs move faster. Plan the temporary accommodation around the upper end rather than the average.
Should I look at the neighbouring countries? Many residents live across the border in Belgium, France or Germany, and it changes rent, tax and daily logistics in ways that are individual rather than general. It is a legitimate option and it should be a deliberate decision rather than a fallback taken in week six.
Is it worth registering with more than three agencies? Beyond three or four the returns fall away, because what gets you a call is a brief the agent can match without thinking, not the number of lists you appear on.
Preparing the application file while you are still abroad
The brief gets you the viewing; the file gets you the apartment. In a market where a well-located property in Belair or Merl attracts a dozen applications within forty-eight hours, the complete file submitted during the viewing beats a stronger one sent the following morning.
Assemble a single PDF before you fly: identity documents for every adult who will sign, the Luxembourg employment contract or signed offer letter showing employer, start date, position and gross annual salary, three recent payslips where they exist, bank details, and a ten-line covering page naming who will live there and how long you intend to stay.
The convention most Luxembourg landlords apply is gross monthly income of around three times the rent. It is a market practice rather than a legal rule, but it is consistent enough to plan against. Where the ratio is tight, ask your employer before you start viewing whether they will issue a letter confirming employment or standing behind the tenancy, and ask your bank about a guarantee in place of a cash deposit. Both are far easier to arrange in advance than after a refusal.
Three questions we are asked
Can I hold an apartment from abroad? Only by signing, which means committing without seeing it. Where that is unavoidable, insist on a live video walkthrough you can direct, the energy passport, the last charges reconciliation and the draft lease before any transfer.
Should I set portal alerts? Yes, narrowly, and check them at the start of the working day rather than the evening. New listings in Luxembourg City are typically published in the morning and viewing slots on anything good are allocated by six o'clock.
What is the most common mistake? Searching every district at once. The properties are not comparable and the result is three weeks of viewings that produce no decision.
