Moving to Luxembourg

A first-month plan for settling into Luxembourg, in the order things actually depend on each other

Four things have deadlines and the rest do not. The difficulty is that several of them depend on each other in a loop, and the order in which you attack it decides whether the month is calm or frantic.

The loop, and where it breaks

The landlord wants a Luxembourg bank account for the standing order. The bank wants an address. The commune wants proof of accommodation before it registers you. And several administrative steps downstream want the commune registration.

The break point is almost always the employment contract. A signed Luxembourg contract or offer letter is generally enough for a bank to begin the process, often remotely, before you have a permanent address, and a bank account plus that contract is what makes a rental file competitive.

Start the bank conversation before you arrive. The first month of a tenancy typically requires the first month's rent, a rental guarantee of up to two months, your half of the agency commission plus VAT, and the first charges advance, and a good apartment will not wait five working days for an international transfer to clear.

The four things with a clock attached

• Declaration of arrival, within eight days. At the population office of the commune where you live. Third-country nationals must register within three working days of arriving on the territory. This registration is the pivot: it produces your entry in the national register, and most other administrations read your address from it.
• Social security affiliation. Your employer normally submits it to the Centre commun de la sécurité sociale. If you are self-employed, you register yourself, and the declaration is due no more than eight days after you start work.
• The tax card, which follows automatically. Once the CCSS registers an affiliation, the Administration des contributions directes issues the fiche de retenue d'impôt without any request from you, typically within around thirty working days. Notice if it does not arrive, because in its absence an employer must apply the highest class-1 rate, which cannot be below 33%.
• The entry inventory. Not a public deadline, but it has to be done with the property empty, before furniture arrives, and it is the document your rental guarantee is judged against at the end.

Week one

Go to the commune with a valid identity card or passport. Depending on your situation you may also be asked for a birth or marriage certificate, and third-country nationals for their residence document. Proof of accommodation is normally the lease; where you are still in temporary accommodation, ask what the commune accepts, since a signed accommodation certificate from the owner or tenant of the property is the usual route. Practice varies between communes, so check your own commune's page.

Then three things that take minutes and prevent problems that take days: put your name on the letterbox and the entryphone, since significant documents arrive by post; confirm with your employer that the CCSS affiliation has been submitted; and get contents insurance quoted, because almost every Luxembourg lease requires it and asks for the certificate at signature.

Weeks two to four

Viewings and the application file, which should be a single PDF on your phone before the first one: identity documents, employment contract or signed offer letter, three recent payslips where they exist, bank details, and a ten-line covering page. In a market where a well-located apartment attracts a dozen files in forty-eight hours, the complete file submitted during the viewing beats a stronger one sent the next morning.

Two figures to verify before signing anything. Since 1 August 2024 the rental guarantee is capped at two months' rent excluding charges, and agency commission is shared equally between landlord and tenant. Both are still occasionally tested on arrivals who do not know the rules changed.

Then the entry inventory, with the property empty, ninety minutes rather than fifteen. Record every mark in words as well as photographs, and record the serial number and full index of every meter, including both registers on a dual-tariff installation.

The gap in health cover

Once the CCSS registers your affiliation you are assigned to a fund, in most private-sector cases the Caisse nationale de santé, and you receive a card carrying your thirteen-digit national identification number.

There is normally a period between arriving and being registered during which you are not covered by the Luxembourg system, and for someone still job-hunting that gap can run for months. A European Health Insurance Card covers some emergency care and is not a substitute. Take private cover for the period.

Note also that Luxembourg reimburses rather than bills directly: you pay the practitioner at the consultation and submit the invoice afterwards. Arriving expecting direct billing is a common and expensive misunderstanding.

What can safely wait

Furniture beyond beds and one lamp per room. A doctor and dentist, unless you have an ongoing condition, though identifying them in month one rather than at the point of need is worth the hour because waiting times are the constraint. Language courses. Deciding whether you like the neighbourhood.

The one thing people postpone and should not, alongside insurance, is the energy supply contract. The network operator and the supplier are separate entities here, switching requires no change to the meter, and default supply is regulated but priced above ordinary contract tariffs.

Three questions we are asked

What if I miss the eight-day window? Go as soon as you can and explain. Communes deal with late arrivals routinely, but leaving it for months delays the whole chain behind it, including your tax card.

Do I deregister from a previous Luxembourg commune? No. The new commune handles it, and the same eight-day rule applies from the day you occupy the new residence.

How much temporary accommodation should I book? Four to six weeks, not two. A search against a hard deadline in ten days produces a three-year commitment made under pressure.

What to arrange before you fly

Three things can be done from abroad and each removes a week from the arrival.

Ask HR four specific questions in writing: whether the employer pays the agency commission, whether they will issue a letter confirming employment or standing behind the tenancy, exactly how many weeks of temporary accommodation are covered and until which date, and whether complementary health cover is included. Those answers determine whether you need a bank guarantee for a rental file and whether you should buy private cover for the gap before affiliation completes.

Open the bank conversation. With a signed contract most Luxembourg banks will begin remotely.

Register a written brief with two or three agencies: districts, maximum rent excluding charges, bedrooms, availability date, parking, intended duration. A specific brief gets forwarded when something comes in; a vague enquiry does not.

Which single step unlocks the most? The declaration of arrival at the commune. It produces your entry in the national register, most administrations read your address from it, and the resident parking permit and a great deal of correspondence follow from it.

Can I do any of this online? An increasing number of procedures run through MyGuichet, including changes of residence in Luxembourg City and several other communes for people already resident in the country. Communal practice varies, so check your own commune's page rather than a general guide.

What do people most often get wrong? Treating the month as linear. The bank, the commune, the housing search and the insurance all run in parallel, and waiting for the apartment before starting the bank process puts you a week behind at exactly the moment a good property appears.
