Choosing temporary accommodation in Luxembourg without turning it into a permanent mistake

Book four to six weeks, not two

This is the single most consequential decision in the whole arrival, and it is usually made casually.

A realistic search for a specific brief in a competitive district takes four to eight weeks from the first viewing. Booking two weeks of temporary accommodation means conducting the last three of those weeks against a hard deadline, and a search under deadline pressure produces a commitment you may hold for three years.

Ask HR in writing exactly how long the employer covers and until which date. That date, rather than your first day at work, is the real deadline the search is running against, and knowing it lets you decide calmly in week five whether to compromise or hold out.

Where to be, and why it is not necessarily the centre

Temporary accommodation has one job: to let you search efficiently. That argues for being close to the districts you are actually considering rather than to the sights.

Public transport is free nationwide and the tram runs the full length of line 1 between Findel–Luxembourg Airport and Stadion, with 24 stations of which ten are interchange hubs, so almost any address on the corridor works. What matters is being able to reach viewings quickly, since good properties are let within days and the file that arrives during the viewing beats the one sent the next morning.

If you are considering a commune outside the city, spending part of the bridge period there is worth more than reading about it.

What to check before booking

The registration question, which catches people out

The declaration of arrival must be made at the population office of your commune, and proof of accommodation is normally the lease. Where you are still in temporary accommodation and have no lease, ask the commune what they accept: where no standard proof exists, a signed accommodation certificate from the owner or tenant of the property is the usual route.

Practice varies between communes because of communal autonomy, so check your own commune's page rather than a general guide. And remember that when you move into your permanent home, the same eight-day rule applies from the day you occupy it, with the new commune handling the deregistration from the old one.

Using the period rather than enduring it

Four things can run in parallel with viewings, and doing them here saves weeks later.

Open the bank account, if it is not already open. The first month of a tenancy requires the first month's rent, a rental guarantee of up to two months, your half of the agency commission plus VAT, and the first charges advance, and a good apartment will not wait for an international transfer.

Quote contents insurance, because almost every Luxembourg lease requires it and asks for the certificate at signature.

Register with two or three agencies in writing, with a specific brief: districts, maximum rent excluding charges, bedrooms, availability date, parking, intended duration. A significant share of rental stock is placed from agents' applicant lists before photography is finished.

Walk the districts at the hours you would actually be there, including one ordinary weekday evening between six and eight and one Sunday afternoon.

The trap: letting it become the decision

Two failure modes recur. The first is signing a long fixed-term lease in week two because the temporary accommodation is uncomfortable. Inside the initial period of a fixed-term contract you are held to the term, and terminating early can leave you liable for rent to the end of it.

The second is staying in serviced accommodation for months because the search is unpleasant. It is considerably more expensive per night, and it postpones every other part of settling: the commune, the bank standing order, the school enrolment, the sense of being somewhere.

The structural protection against both is a lease that converts to, or already is, an open-ended contract. On an open-ended lease a tenant may terminate at any time with three months' notice by registered letter, without waiting for an anniversary date, and a fixed-term lease that runs to its end without being terminated converts automatically.

Three questions we are asked

Is a furnished short let better than a hotel? Almost always, beyond a fortnight, on cost, on having a kitchen, and on being able to receive post and parcels.

Can I sign a lease before arriving? It happens, and committing to a property you have not seen in a country you do not know is a real risk. Where it is unavoidable, insist on a live video walkthrough you can direct, the energy passport, the last charges reconciliation and the draft lease before any transfer.

What if my search runs past the employer's coverage? Extend rather than compromise, if the arithmetic allows it. A month of accommodation costs less than three years in the wrong district.

What the bridge period is actually for

Framed correctly, temporary accommodation is not a cost to minimise but a survey to conduct, and the difference in outcome is measured in years rather than weeks.

Use it to walk each shortlisted district at the hours you would actually be there: one ordinary weekday evening between six and eight, and one Sunday afternoon. Time the commute from each district door to desk, at your real travel hour, including the walk at both ends and the wait taken from the timetable rather than an average. Walk one route in the dark and the wet, because on a plateau cut by valleys that is a different journey from the same route in June.

Then run the five-minute test at each candidate address: a supermarket you would genuinely use, the stop, a pharmacy, a bakery and level green space. Those five determine how a week runs, and none of them can be assessed from a listing.

A month spent doing this properly is cheaper than three years spent regretting a decision made in week two.

Three questions we are asked

Does the employer's package usually cover enough? It varies widely, which is why the question to HR should be about the exact end date rather than the number of weeks. That date is the deadline your search is actually running against.

Can I receive post and parcels there? Ask before booking. Most Luxembourg buildings have no concierge, and during a search you will be expecting documents that matter, including bank correspondence and anything sent by registered letter.

Is it worth staying in the district I am targeting? Yes, if the option exists. A month of ordinary weekday evenings in a district tells you what no number of viewings will, and it costs nothing extra beyond choosing where to book.
