A landlord in Belair choosing between eleven applicants is not comparing personalities. They are comparing files, in an afternoon, and the file that is complete on first submission usually wins against a better-qualified one that arrives in three instalments.
What the landlord is actually deciding
The rent is not negotiable upwards, because Luxembourg caps residential rent at an annual maximum defined by the rule of 5% of the capital invested in the property, and the 2024 reform abolished the luxury-dwelling exemption that used to sit above it. A landlord therefore cannot select on price. They select on the probability of being paid on time for three years, and on how much administration the tenant will generate.
That reframes the file. You are not selling yourself as a person; you are removing reasons for hesitation. Every document you do not provide is a question the landlord has to either ask or assume the answer to, and in a market with eleven applicants they will not ask.
The core file
Assemble these as a single PDF, in this order, named clearly with your surname and the date.
- Identity. Passport or national identity card for every adult who will sign the lease.
- Proof of employment. The employment contract, or for arrivals not yet in post, the signed offer letter showing employer, start date, position and gross annual salary. An open-ended Luxembourg contract carries far more weight than a high salary on a fixed term.
- Three recent payslips. Where you have not yet started, the offer letter substitutes. Foreign payslips from a previous role are worth including but do not carry the same weight, because the landlord cannot easily read them.
- Bank details. A Luxembourg IBAN if you have one. If the account is not yet open, say so explicitly and give the expected date rather than leaving a gap.
- A short covering page. Ten lines: who you are, who will live in the property, your employer, your start date in Luxembourg, the date you need to move, and the duration you are looking for. Landlords value duration, because turnover costs them a void period and a fresh commission.
What you should not include: personal references from friends, photographs of your family, or a letter explaining how much you loved the apartment. None of it reduces perceived risk, and it lengthens a document the landlord is scanning rather than reading.
The income test, and how to pass it when it is tight
The convention applied by most Luxembourg landlords and agents is gross monthly income of roughly three times the rent. On a €2,400 apartment that is about €7,200 gross a month, individually or as a household. It is a market convention rather than a legal requirement, but it is applied consistently enough to plan around.
Where the ratio is tight, three structures are commonly accepted:
- A bank guarantee issued by a Luxembourg bank in place of a cash deposit. It reassures the landlord without increasing your outlay, and many banks issue them routinely for salaried clients.
- An employer undertaking. Several banks, funds and the Big Four firms issue relocation letters confirming employment and, in some cases, standing behind the tenancy. Ask HR before you start viewing.
- A guarantor. Less common in Luxembourg than in France, and usually only accepted where the guarantor is resident and can be pursued locally.
What the landlord may not demand
Two limits are worth knowing, because both are still occasionally tested on newcomers.
The rental guarantee cannot exceed two months' rent on a lease signed since 1 August 2024, and it is calculated on the base rent excluding charges. Calculating the ceiling on rent plus charges is a common and material error. Leases signed before that date remain subject to the previous three-month maximum.
Agency commission is now shared equally between landlord and tenant on leases signed since the same date. If you are asked to pay a full month's commission plus VAT on a new lease, raise it before signing. On contracts signed before 1 August 2024 the previous arrangement stands, though a landlord may voluntarily take half.
The lease itself must now be in writing on pain of nullity, and must contain prescribed content: the full identity of the parties, the designation of every room and part of the building let, the address and cadastral reference, the rent and charges with their calculation method, the guarantee amount, the entry date, and an express statement that either party may refer a rent dispute to the rent commission.
Timing, which decides more than content
Good properties in Luxembourg City are let within days, and the file that arrives during the viewing is at a structural advantage over the file that arrives the following morning. Have the PDF on your phone before you attend anything.
Ask at the end of every viewing when the landlord intends to decide, and confirm your interest in writing the same day, in two sentences, with the file attached. Do not negotiate the rent in that message. If you want to negotiate, do it after you have been selected, when your position is considerably stronger than it was among eleven files.
Three questions we are asked
Can I apply before I have a Luxembourg address or bank account? Yes, and most arrivals do. Be explicit about the sequence and the dates rather than leaving the fields blank, because a blank reads as an unanswered question.
Should I offer to pay several months in advance? It is sometimes accepted and it is not the strong signal people assume. Landlords are largely assessing durability of income, and an advance payment can read as compensating for something. A bank guarantee generally lands better.
What if we are sharing? Establish first whether the landlord is offering a single joint lease or separate individual leases, because the two have different consequences. Under a joint lease the tenants are jointly and severally liable, so the landlord can pursue any one of you for the whole rent, and the rules on a flatmate's departure and on the guarantee follow the joint structure.
After acceptance: read the lease before you transfer anything
Being selected is not the end of the process, and the twenty-four hours between acceptance and signature are the only moment when your position is strong. Ask for the draft lease in writing before you transfer the guarantee, and read four clauses specifically.
- Duration and termination. Whether the lease is fixed-term or open-ended, and what notice applies. On an open-ended contract the tenant may terminate at any time with three months' notice. Inside the initial period of a fixed-term contract you are held to the term, which matters if there is any chance of a transfer.
- Charges. The monthly advance and, critically, the method by which the annual reconciliation is calculated. A lease that states an advance without stating the allocation method leaves the largest variable in your budget undefined.
- Repairs. Which maintenance falls to you and which to the landlord. Boiler servicing, chimney sweeping and small repairs are commonly allocated to the tenant in Luxembourg leases, and the allocation should be explicit rather than assumed.
- Insurance. Almost every lease requires contents insurance and proof of it. Arrange the policy before the signature date rather than after, because the certificate is often requested at the same meeting.
Certain clauses are void regardless of what the document says, including a guarantee above the legal maximum, an unlimited continuing liability for a departed flatmate, and any clause relieving the landlord of the obligation to deliver a habitable dwelling. If you meet one of these, it is a reasonable signal to have the whole document read by a lawyer before signing.
